Made in America

All CONCOA products sold in the Americas and Asia are entirely designed, assembled, and tested in the United States. While the vast majority of our subcomponents are sourced in the US, we do not require vendors (except providers of raw materials such as brass, copper, and stainless steel) to source their components from any particular region. With notice at the time of order, almost all CONCOA systems and equipment can be documented to meet most US sourcing requirements.

Made in America

The Buy America Act (BAA) provides a preference for the purchase of domestic supplies, end-products, and construction materials in Federal procurement. Implemented through the Federal Acquisition Regulations (FAR), the current (2024) domestic content threshold of 65 percent is intended to increase to 75 percent by the end of 2029. For end-products or construction materials consisting wholly or predominantly of iron or steel, the cost of domestic components must be 95 percent of the value to qualify. Additionally, there are a constellation of statutes (such as The Infrastructure Investment and Jobs Act) that require many Federal agencies providing Federal financial assistance to apply similar domestic content procurement preferences.

Nearly all CONCOA products (including pressure and flow control devices, oxy-fuel torches and tips, gas cabinets, and cryogenic systems) easily meet the 75 percent threshold for the domestic content, with the exception of certain spare parts and electronic components if purchased separately. Similarly, CONCOA pressure regulators, valves, and switchover manifolds made predominantly of steel meet the 95 percent threshold, since we machine and assemble components for these products in Virginia Beach, Virginia, from stainless steel melted, smelted, and rolled in the United States.

Made in the USA

The Federal Trade Commission (FTC), which governs the US source claims, requires products advertised as “Made in the USA” to be “all or virtually all” made in the United States. In other words, essentially 100 percent of the content of a product must be domestic for it to be labeled in this fashion. Historically, all CONCOA apparatus, such as pressure regulators, valves, torches, and tips, were labeled “Made in the USA” for sales in retail settings.  

As the company has grown, developing highly integrated and electronic systems, we have begun removing this claim from our box labeling to avoid inadvertently misidentifying a product. Be assured that CONCOA has not and will not “off-shore” production. In fact, we continually make capital investments in our Virginia Beach facility to “in-source” components, vertically integrating our manufacturing processes to better control quality and improve efficiency.

Pennsylvania Steel Products Procurement Act

The Steel Products Procurement Act as amended applies to all public works projects in Pennsylvania. It requires steel products used or supplied in the performance of a contract or subcontract to be produced in the United States, and it allows the use of steel products with both foreign and domestic steel as long as at least 75 percent of the cost of the materials in the product are manufactured in the United States. While virtually all non-exempt CONCOA products meet this criterion, contractors should provide a copy of form ST-3 with Part A completed at the time of order to ensure accurate capture of the exact percentage at the time of manufacture.

Virginia Public Procurement Act

The Virginia Public Procurement Act, enacted in 2024, provides preferences for contract bidders whose goods are produced in the Commonwealth. While no agency has offered specific guidance defining criteria for Virginia production, the legislation asserts that a corporation shall be deemed a resident of Virginia if it maintains a principal place of business within Virginia. With its physical plant in Virginia Beach, CONCOA is the only manufacturer of laboratory pressure regulators, valves, switchover manifolds, and integrated gas cabinets in Virginia.
